Internal OWA Error: "A server configuration change is temporarily preventing access to your account..."

Can someone assist me in troubleshooting this error when I try to access OWA internally:

"A server configuration change is temporarily preventing access to your account. Please close all web browser windows and try again in a few minutes.  If the problem continues, contact your helpdesk"

The environment is in co-existence between Ex2010 and 2013. My mailbox is in Ex2013. However, another user has the same issue and his mailbox is in E

Thank you for your question.

Did you modify the URL recently?

Did the issue occur when we access OWA from external?

We could run the following command to check if internal URL is same as the URL which you access:

Get-OWAVirtualDirectory Server <Exchange CAS Name> | FL *InternalURL*

If the internal URL is different with the URL which you access, we could refer to the following command to modify the internal URL:

Set-OWAVirtualDirectory <CASName>\OWA InternalURL https://mail.contoso.com/OWA

In addition, we could run the following command to restart IIS to check if the issue persist:

IISReset /NoForce

Exchange 2013 OWA URL will want to be the primary site so you will need to have redirection. See below steps

The internal URL and External URL are both configured with the same URL. IISReset /NOFORCE fails. I did however run IISRESET and it restarted successfully.

I am using the interfacing URL for that site (each site has it's own namespace). I don't think it's a redirection issue. It works externally not internally.
